The Shanghai Municipal State-owned Assets Supervision and Administration Commission (上海市国有资产监督管理委员会, Shanghai SASAC) is a body directly under the Shanghai Municipal People's Government. On the government's authority it performs the duties of the shareholder in the city's state-funded enterprises under the Company Law and the Law on State-owned Assets of Enterprises, appoints and assesses their managers, and steers their reform and restructuring. It was set up on 1 August 2003 out of the Shanghai Municipal State-owned Assets Management Committee of 16 July 1993 and was made a department directly under the municipal government in 2009; being an organ of the city government, it has no company above it. Its offices are in the Municipal Building at No. 100 Dagu Road in Huangpu, and as of July 2025 it managed 44 enterprises.^[1] Its own classified list of supervised units names Bright Food (Group) Co., Ltd., Shanghai Guosheng (Group) Co., Ltd., Shanghai Municipal Investment (Group) Co., Ltd. and Shanghai Jiushi (Group) Co., Ltd. among them.^[2]

It is on this site as the owner at the top of Bright Food (Group) Co., Ltd.: it subscribes 2.8715 % of that company's capital itself and is the sole state shareholder of Shanghai Guosheng, Shanghai Municipal Investment and Shanghai Jiushi, so that the group's bond prospectus records it as controlling shareholder and actual controller with 99.569 % of the shares directly and indirectly.^[3]
