Oat flour is wholegrain oats milled fine. Ready Brek Original declares wholegrain oat flour at 38 %, the second ingredient after rolled oats, and the maker sells the result as a super smooth porridge.[1][2] Annex II of Regulation (EU) No 1169/2011 lists oats among the cereals containing gluten, so oat flour must be emphasised in an ingredient list.[3]
