Verified in the GPC browser that publication 286 carries no definition or exclusion text for this segment or for its single family 66010000, and said so rather than inventing a gloss. Recorded the structure from the node data: one family repeating the segment's own name, five classes (Communication Accessories 66010100, Fixed Communication Devices 66010200, Mobile Communication Devices/Services 66010300, Communication Variety Packs 66010400, Signage 66010500), with a worked brick path down to Smartphones (10001198). Checked the contents of the "Services" class rather than trusting its name: everything under it is a barcodeable article — handsets, SIM cards, mobile phone software, and pre-pay vouchers and calling cards in the fixed class — not a subscription, and the About says so. The one documented node in the whole segment is class Signage (66010500), whose definition is quoted closely and used to explain why signs are filed under Communications at all.
