CITIC Group Corporation Ltd. is a state-owned investment holding company incorporated in the People's Republic of China and headquartered in Beijing.[^fdic-2022] Its resolution plan filed in the United States states that the group is wholly owned by the Ministry of Finance on behalf of the State Council and is controlled by the PRC government, so its sole shareholder is an arm of the state and no company stands above it.[^fdic-2022] Established in 1979 by Rong Yiren with the approval of the State Council, it spans financial services, resources and energy, manufacturing, real estate, infrastructure and engineering contracting.[^fdic-2022][^wikipedia-citic-group] It holds 53 per cent of the Hong Kong-listed CITIC Limited, and through it CITIC Pacific, the DCH distribution group and the Sims food business in Hong Kong.[^cp-about][^dch-about]
The group was founded as the China International Trust and Investment Corporation and today carries the name CITIC Group Corporation Ltd.[^wikipedia-citic-group] Its Hong Kong office opened in 1985, and in the early 1990s its Hong Kong arm acquired a listed company that became CITIC Pacific, the group's first red chip.[^wikipedia-citic-group][^cp-about] Its consolidated assets stood at RMB 8.8 trillion at the end of 2021, and in 2015 it sold 10 per cent of CITIC Limited to a joint venture of Itochu and Charoen Pokphand.[^fdic-2022][^wikipedia-citic-group]
